A plumbing company sells two completely different things to two completely different buyers, and almost every marketing plan is built for one of them and then judged on the other. The emergency call-out and the planned installation share a phone number and nothing else: not the buying process, not the timescale, not the channel that reaches them.
The two halves:
The emergency half is a burst supply line, a backed-up main, no hot water on a Sunday. The customer decides in minutes, has no shortlist, does not read anything, and calls whoever appears first and answers. Nothing you write persuades this person, because they were never persuaded; they were available to.
The planned half is a repipe, a water heater replacement that has been coming for two years, a softener, and a sewer line the camera survey found. This customer takes weeks. They read. They ask two firms. They want to know what it costs before they call, and they are looking for a reason to trust one of you.
These are not two stages of one funnel. They are two businesses run by the same people out of the same vans.
